An independent review on foster care in England was commissioned by the Department for Education. The review has the title Foster Care In England and was completed by Sir Martin Narey and Mark Owers. The report looks at the purpose of foster care and what it means to those closely invloved in the system. It includes 36 recommendations to government, local authorities and independent fostering agencies that cover aiming at improving quality and efficiency of the fostering services.
